Preheat oven to 425 degrees. Add butter to a glass 9x13 pan. Place in oven so the butter can melt and the oven preheats. (Don't let it burn!) Remove from the oven when the butter is melted.
Pat the chicken tenders dry with paper towels. Season lightly with salt and pepper on both sides.
Add the flour in a shallow dish. Dredge the chicken in flour, shaking off excess. Place the chicken in a single layer in the buttered pan.
Bake at 425 degrees for 5 minutes. Flip each chicken tender over and cook for 5 more minutes
Meanwhile, add the broth, vinegar, ketchup, granulated sugar, brown sugar, soy sauce, and Thai chili sauce to a medium saucepan. Whisk to combine, bring to a simmer over medium heat, and cook for 2 to 3 minutes.
Pour the sauce over the chicken and return to the oven to bake for 15 minutes, until the chicken is fully cooked and the sauce is slightly thickened. The sauce will continue to thicken as it cools.
Serve the chicken with sauce over hot, cooked rice.
