In a sauce pan, cook milk and flour over medium heat. Remove from heat and allow to cool.

In a bowl, cream together butter, shortening, and sugar. Beat in cooled milk mixture until light and foamy. Blend in vanilla. Frost over the top of a 9 x 13 inch cake.
