Preheat oven to 350 degrees. Spray a 9 x 13 baking dish with PAM Cooking Spray and set aside.
In a skillet, cook beef and onion until beef is fully coked. Drain off any excess grease.
Add the garlic and pasta sauce with the beef. Stir until combined. Set aside.
Get a pot to cook pasta in, spray with PAM Cooking spray and then fill with water. Then cook rigatoni according to package directions.
While pasta cooks, combine the sour cream, cream cheese, cottage cheese, 3/4 cup of mozzarella, and 2 Tbsp of parsley together in a bowl.
Once pasta is fully cooked and drained, it's time to assemble the dish.
In your prepared 9 x 13 baking dish layer half of the meat sauce followed by half the pasta and half the cheese mixture. Repeat.
Then sprinkle with remaining 3/4 cup mozzarella followed by 1/4 cup Parmesan cheese and remaining 1 Tbsp parsley.
Spray a piece of foil with PAM cooking spray and then cover the dish. Bake covered for 35 minutes at 350 degrees. Remove foil and bake for 10 more minutes. Serves 6-8.
